I want to create my site so that a guest can select the Language that he likes to use (Eng-Dutch-French-germany). The links on the left and the text on some pages must be changed by this selection. How can i create this?

First you'll need to create separate pages and blocks for each language and link them accordingly.
Then go into the blocks and you'll see a section called "Pages To Display On" towards the bottom. There you can select which pages the specific blocks are displayed on.
