This is the message I get when I try to start my installation. It looks like I am not allowed to contact other sites with php and so I am not able to verify my licence information.
Is that correct?
What is the solution of this problem?

Yes, you are correct!
This is a server side security message and it appears that your hosting provider has chosen to disable the use of the fsockopen function. Without this, the FlexCMS installer is unable to verify your license information and therefore cannot install.
You will need to contact them to ask them to enable the fsock functions. There is very little reason to have these functions disabled. If they have concerns about what data is being sent or questions, please have them contact us directly here:
http://www.flexcms.com/index.php/pages/contact.html.
If you are using a free web hosting service, chances are they will not enable the fsock functions. If this is the case, you could choose another hosting service that does support these functions.
